Due to stormy weather, the boats have been hauled onto the beach. When the Prime Minister, W Pitt, learns this, he orders soldiers to come and burn the boats in a bid to put a stop to smuggling. Jack goes in search of his father, who is missing, and becomes caught up in a battle as the townsfolk try to prevent the Dragoons and a regiment of infantry from burning the 'luggers'.
